On August 7, the Information Office of Shandong Provincial People’s Government held the second session of the private‑sector entrepreneur press briefing series themed “Forging Ahead in the 15th Five‑Year Plan: Private Enterprises Shouldering Responsibilities”. Luan Bo, Secretary of the Party Committee, Executive Director and Chief Rotating President of Chambroad., was invited to attend. He exchanged views with journalists under the theme of “Striving for Innovation and Pursuing Enterprise‑tailored Development” and responded to media questions.

China News Service Journalist:Mr. Luan Bo, you just mentioned that Chambroad started as a school‑run factory and has grown into a 100‑billion‑yuan industrial group. How has this been achieved?

Luan Bo:Our journey from a school‑run factory to where we stand today boils down to one core principle: turning technology, the “key variable”, into the “maximum growth driver” for development. We adhere to the philosophy of “Industry sets the questions, science and technology provide the answers, and the market grades the performance”. This is mainly reflected in three aspects.

First, we tackle tough challenges and conquer bottleneck technologies. We have established an R&D framework consisting of a Central Research Institute and 18 specialized research institutes, with a research team of over 1,100 members, 41 % of whom hold master’s or doctoral degrees. Since the 14th Five‑Year Plan period, we have invested a total of RMB 6.3 billion in R&D and conquered 96 core technologies. Take the POE project as an example. Faced with decades‑long foreign technological monopolies, where processes and equipment were entirely kept as black‑box know‑how, we rose to the challenge. We have successively broken through three bottleneck technologies: polymerization process, α‑olefin and catalysts. China’s first ten‑thousand‑ton‑scale mass‑production production line with fully independent intellectual property rights was built. Today, this self‑developed material is widely applied in photovoltaic modules and automotive modified materials. Our proprietary core materials can be found in rooftop photovoltaic panels, automotive bumpers and interior panels.

Second, we advance industry‑education integration to connect talent pipelines and innovation chains. Chambroad is inherently a “university without walls”. We pioneered the Chambroad “N1N” industry‑education integration model. We have carried out more than 300 cooperation projects with over 100 universities at home and abroad and more than 300 experts, providing teaching and practical platforms for professional training and graduation internships to over 14,000 college students in total. Through industry‑education integration, we took the lead in jointly building the province’s only national‑level manufacturing intermediate‑test platform together with universities and research institutes. More than 50 scientific and technological achievements were transformed in 2025, closing the final gap “from laboratory to factory floor”.

Third, digital‑intelligent empowerment enables factories to operate autonomously. We have built an Intelligent Control Center for new‑quality productive forces. The automatic control rate across the whole plant reaches 99.83 %, supporting 200‑hour “black‑screen operation”. That means the system runs fully automatically and stably for nearly ten days with no manual intervention required. In 2025, Chambroad was awarded the title of “National Excellent‑Grade Smart Factory” by the Ministry of Industry and Information Technology.

Looking toward the 15th Five‑Year Plan period, we will continue to forge ahead along the path of “breakthroughs in independent R&D, in‑depth industry‑education integration, and comprehensive digital‑intelligent empowerment”, and contribute Chambroad’s strength to the high‑end chemical industry across Shandong Province.
