On April 8, the Press Office of Shandong Provincial People’s Government held a series of press conferences themed "Dedication to Work & Sense of Responsibility". As the only private enterprise representative invited to deliver a speech, Luan Bo, Party Secretary, Executive Director and Chief Rotating President of the Group, shared the enterprise’s practical experience.

Scientific and technological innovation should not be a self-admired achievement confined to laboratories, but flourishing blossoms rooted in industrial soil. In recent years, Jingbo has broken the inertial mindset of "research first, industrialization later; achievements first, commercialization later", and built a closed-loop mechanism featuring "Industries raise questions, technologies provide solutions, and markets deliver evaluations".

Turn Industrial Pain Points into Research Subjects

Luan Bo emphasized at the meeting that core key technologies are the lifeline of an enterprise. Centered on real pain points in high-end chemical manufacturing, Jingbo directly transforms production line bottlenecks into research tackling tasks. Since the launch of the 14th Five-Year Plan period, Jingbo has invested a total of RMB 6.3 billion in R&D and conquered 96 core technologies including carbon mineralization CCUS and in-situ nucleation of polyolefins.

Translate Research Achievements into Real Benefits

China’s first industrial-scale plant for high-performance Polyolefin Elastomer (POE) was built from scratch at Jingbo, breaking foreign monopolies. The world’s pioneering bio-based itaconate rubber delivers breakthroughs in green and low-carbon development. Thanks to integrated industry-research innovation, the proportion of Jingbo’s high-end products has surged sharply from 15% to 65%, verifying the underlying logic that "100% of major research tackling missions originate from industrial demands".

Open Channels:

Pilot Test Hubs Underpin the Integrated N1N Ecosystem

Pilot test facilities serve as the critical hub to bridge the "gap layer" restricting the commercialization of scientific and technological achievements. Shandong Province formulated the 2026 Joint Action Plan for Deep Integration of Scientific and Technological Innovation with Industrial Innovation (hereinafter referred to as the Action Plan), which clearly proposes building a provincial integrated network of pilot test services, and Jingbo has taken the lead in exploratory practice.

Platform Leadership

In 2025, the Green Chemical & New Materials Pilot Test Platform, initiated by Jingbo and co-built with 11 universities and enterprises, was selected as one of the first national-level manufacturing pilot test platforms, filling the industrial gap in technology commercialization.

Model Innovation

Relying on the original Jingbo N1N Industry-Education Integration Model, the company has established partnerships with over 70 universities nationwide, delivering more than 300 cooperative projects in total. Adopting the "concurrent R&D and commercialization" approach, the platform realized the efficient transformation of over 50 research achievements in 2025. This model deeply integrates academic expertise from universities, industrial scenarios within enterprises and engineering verification, highly aligning with the provincial mechanism of "shared university-enterprise facilities, coordinated resource allocation and joint platform construction". It has become a pioneering benchmark and vivid practice for province-wide industry-research integration.

Jingbo’s exploration in industry-research integration has brought transformative progress to the enterprise: it has driven the product chain to pursue high-end and innovative development, cultivated a batch of independent intellectual property rights in high-end chemical new materials and remedied weak links in the industrial chain. It has also realized intelligent transformation and breakthroughs in production modes. Through the intelligent control center for new quality productive forces, digital technologies are embedded into traditional chemical manufacturing, making production processes safer, greener and more efficient.

From Jingbo’s perspective, the Action Plan serves both as a beacon and a booster. Initiatives outlined in the plan, such as the "Banner Listing & Technical Challenge System" and expanded coverage of the tech-financing credit product "Ke Rong Xin", precisely address corporate pain points including lengthy innovation cycles and high trial-and-error costs.

As a core industrial chain leader, Jingbo has achieved dual upgrading as both a high-tech enterprise and a specialized, sophisticated, distinctive and innovative (SSDI) enterprise. Furthermore, by opening up industrial scenarios and sharing pilot test resources, it drives collaborative innovation among supporting small and medium-sized enterprises. Standing at a new starting point, taking the release of the Action Plan as an opportunity, Jingbo will further deepen university-enterprise collaboration and industry-finance integration, enabling the steady stream of scientific and technological innovation to nourish the industrial soil of high-quality development.
